Notice on Issuing the "Action Plan of Pudong New Area for Supporting Enterprises in 'Going Global'"

In accordance with the work arrangements of the District Committee and District Government, this Plan is formulated to further advance the high-level reform and opening-up of Pudong, support high-quality local enterprises in "Going Global," and enhance their international competitiveness.

I. General Requirements

We will thoroughly implement the strategic decisions and arrangements of the Party Central Committee and the State Council, adhere to the principle of placing equal emphasis on "Bringing In" and "Going Global," proactively serve and integrate into the new development pattern, and better leverage the policy advantages of overlapping national strategies. We will coordinate the two dimensions of domestic and international opening-up, strengthen Pudong’s role as a strategic link in the domestic and international dual circulations, and follow the principles of "enterprises as the main body, market-oriented, international layout, and professional services." On the premise of effectively preventing potential risks, we will support enterprises in "Going Global," focus on global layout through initiatives such as the "Belt and Road Initiative," deeply integrate into the global industrial chain system, strengthen the function of global resource allocation, and enhance international competitiveness. This will drive the overseas expansion of China’s major equipment, intermediate products, scientific and technological R&D, professional services, and technical standards, and elevate the development level of Shanghai’s "Five Centers" (International Economic Center, International Financial Center, International Trade Center, International Shipping Center, and International Science and Technology Innovation Center) through supporting the "Going Global" strategy.

 

  • By 2025, we will strive to cultivate 40 pioneering enterprises with great development potential and high growth for overseas expansion, and attract 10 headquarters of overseas-oriented enterprises with global resource allocation capabilities.

  • By the end of the "14th Five-Year Plan" period, we will strive to build a total of 400 pioneering enterprises for overseas expansion and 100 headquarters of overseas-oriented enterprises.

II. Key Tasks

1. Implement a Package of Public Services for "Going Global"

Provide public services in areas such as overseas investment, cross-border finance, cross-border taxation, and overseas security guarantees for enterprises throughout the entire process of "Going Global" (before, during, and after overseas expansion). Offer a package of materials including country/region guides for "Going Global," tax guides for "Going Global," and foreign exchange business guides for capital projects to address issues such as information asymmetry faced by enterprises. Dynamically track and coordinate the resolution of problems and demands of "Going Global" enterprises, and provide full-process, diversified public services to effectively reduce their costs of overseas expansion.

2. Provide Systematically Integrated Professional Services

Through initiatives such as the strategic partner program for professional service industries and the establishment of "Belt and Road" professional service teams, encourage and guide various high-end professional service institutions (in law, accounting, consulting, intellectual property, and human resources), as well as research institutions (universities and social think tanks) to strengthen cross-field and group-based cooperation. Provide systematically integrated professional services covering market research, country guides, legal compliance, finance and taxation, human resources, logistics and supply chains, marketing, technical support, and risk management, and offer one-stop international solutions for enterprises. Encourage professional service institutions to conduct due diligence, formulate "Going Global" paths, build "Going Global" frameworks, and prevent "Going Global" risks for enterprises, providing comprehensive, customized, and targeted professional services. Issue professional service vouchers to encourage "Going Global" enterprises to purchase professional services, further reducing overseas risks and improving the success rate of "Going Global."

3. Provide Efficient and Convenient Administrative Services for Enterprises’ Overseas Investment

Strengthen guidance, services, and supervision for enterprises’ overseas investment, establish an online-offline consulting mechanism, and provide efficient and convenient administrative approval services for overseas investment to continuously improve the facilitation level of enterprises’ overseas investment.

4. Provide Diversified Financing Services for "Going Global" Enterprises

Support policy banks, commercial banks, and other financial institutions in innovating financial service products, and encourage qualified financial institutions to accelerate their overseas layout. Give full play to the risk protection role of policy-based export credit insurance, providing "Going Global" enterprises with services such as country risk consulting for overseas investment, overseas investment insurance and reinsurance, credit enhancement for overseas projects and trade financing, credit investigation, inclusive financial service consulting, and overseas debt recovery. Encourage the provision of financing services for qualified "Going Global" enterprises in areas such as equity restructuring, red-chip return, and mergers and acquisitions. Organize matchmaking activities between "Going Global" enterprises and policy-based financial institutions, commercial banks, and insurance institutions to promote financing support for "Going Global." Make good use of Shanghai’s "Belt and Road" financing matchmaking mechanism between government, banks, and enterprises to better guide financial resources in supporting "Going Global" enterprises to participate in high-quality cooperation under the "Belt and Road Initiative." Provide guarantee fee subsidies in accordance with existing policies for qualified "Going Global" enterprises that obtain policy-based financing guarantees.

5. Enhance the Convenience of Cross-Border Capital Flow for "Going Global" Enterprises

In line with the national strategy of RMB internationalization, support "Going Global" enterprises in using RMB for international settlement, cross-border investment and financing to effectively avoid exchange rate fluctuations and ensure capital security. Explore more application scenarios for digital RMB in cross-border payment, and give full play to the functions of Free Trade Accounts (FT Accounts). Continuously advance the pilot program for high-level opening-up of cross-border trade and investment, and support the inclusion of qualified "Going Global" enterprises in the pilot. Rely on the optimization and upgrading of the integrated domestic and foreign currency capital pool, support the accelerated agglomeration of various headquarters institutions, and strongly promote the construction of treasury centers. Encourage enterprises to make full use of the preferential policies for pre-expenses of overseas direct investment to facilitate their efficient cross-border investment and optimize the investment environment for "Going Global" enterprises.

6. Establish an Efficient and Convenient Cross-Border Data Service Mechanism for Enterprises

Under the framework of the national data classification and hierarchical protection system, support "Going Global" enterprises in making full use of the Negative List for Cross-Border Data Flow in Pilot Free Trade Zones (hereinafter referred to as the "Negative List"), ensure smooth application of the Negative List, and promote enterprises in relevant fields to achieve efficient and convenient cross-border data flow through the Negative List mechanism. Provide guidance on convenient cross-border data measures for industries and fields not covered by the Negative List.

7. Strengthen Talent Service Guarantee

Prioritize pioneering enterprises for overseas expansion and headquarters of overseas-oriented enterprises in talent services, strengthen targeted guarantee for talent policies, and support the high-level talents introduced by these enterprises in applying for Pudong New Area’s "Pearl Plan." Provide comprehensive supporting services such as permanent residency recommendation, household registration, and housing for qualified talents. Invite "Going Global" enterprises with important overseas talent introduction resources to join Pudong New Area’s Global Talent Introduction Partner Program, and provide rewards in accordance with existing policies.

8. Optimize the Global Logistics and Supply Chain System

Focus on the actual needs and business scenarios of enterprises’ global layout, encourage logistics enterprises to build flexible logistics and supply chain infrastructure at home and abroad, and provide multi-functional and highly flexible logistics and warehousing solutions for "Going Global" enterprises. Promote the digital development of shipping and trade through blockchain technology, and support "Going Global" enterprises in digital transformation and innovation of shipping and trade. Encourage qualified enterprises to carry out bonded maintenance business for high-value-added, high-tech, and environmentally friendly products (such as electronic information, aerospace, ships, and engineering machinery) with "both ends overseas" (i.e., raw materials from overseas and finished products sold overseas). Support enterprises in establishing overseas warehouses with intelligent development, diversified services, and localized operations.

9. Improve the Overseas Comprehensive Service Network for "Going Global" Enterprises

Rely on institutions with overseas resources (such as central enterprises in Shanghai, financial institutions, and well-known professional service institutions), expand the service network based on municipal-level overseas service stations, and gradually establish overseas comprehensive service stations for Pudong New Area enterprises’ "Going Global" in "Belt and Road" countries, as well as in the United States, Europe, and other regions to provide support for enterprises’ overseas development. Strengthen the construction of national intellectual property protection demonstration zones, improve the overseas intellectual property protection service system, and enhance the international service capacity of intellectual property. Give full play to the role of the "Belt and Road" International Cooperation Center for Technology Exchange and its overseas branches to promote the interconnection of international and domestic technical standards and rules, and help enterprises expand overseas business.

10. Explore Institutional Opening-Up Pilots for Enterprises’ "Going Global" Based on Key Functional Areas

Promote the Shanghai Oriental Hub International Business Cooperation Zone to strengthen functions such as business exchanges, international exhibitions, and international training. Provide one-stop cross-border legal services for "Going Global" enterprises through joint operations of Chinese and foreign law firms and the establishment of overseas branches by local law firms. Encourage ad hoc arbitration of foreign-related commercial and maritime arbitration cases in the district by designated personnel in accordance with specific arbitration rules to promote the return of foreign-related arbitration cases. Collaborate with the Lingang New Area to build cross-border data centers, provide services such as "both ends overseas" data exchange, data processing, and cloud management, explore an offshore financial policy system (such as offshore bonds and offshore credit) in line with international rules, and develop cross-border trade and reinsurance business.

11. Support Overseas-Oriented Enterprises in Enjoying Relevant Headquarters Policies

Formulate support policies for overseas-oriented enterprises with headquarters functions and large-scale foreign investment. Provide convenient services for overseas-oriented enterprises in areas such as customs clearance facilitation, cross-border capital flow, intellectual property protection, and foreign executive services.

12. Attract Capital and Advanced Technology through Enterprises’ "Going Global"

Encourage "Going Global" enterprises to bring back overseas resources such as capital, technology, intellectual property, and talents, and provide convenient measures for the return of such factors. Formulate policies to support the return of enterprises’ overseas resources, reward enterprises that reinvest their overseas profits in domestic business entities, and support enterprises that bring back key technologies and intellectual property.

13. Increase the Supply of Spatial Carriers

Vigorously attract and gather high-quality domestic overseas-oriented enterprises, and build clusters of overseas-oriented enterprise headquarters in areas such as Lujiazui and the Shanghai Oriental Hub International Business Cooperation Zone. Provide certain support in property leasing and purchase for qualified "Going Global" enterprises in accordance with existing policies. Strengthen the support for spatial carriers for newly settled overseas-oriented enterprises with development potential to promote more domestic enterprises to expand globally from Pudong.

14. Improve the Coordination and Promotion Mechanism

Strengthen the overall coordination of services for enterprises’ "Going Global," establish a district-level working team to coordinate the resolution of problems and difficulties faced by enterprises in "Going Global," and further improve the efficiency of services for enterprises’ "Going Global."

15. Build a Comprehensive Service Platform for Enterprises’ "Going Global"

In accordance with the principles of "market-oriented establishment, professional operation, systematic services, and diversified participation," establish the Pudong New Area Enterprise "Going Global" Comprehensive Service Center, and build a branch platform of Shanghai’s Enterprise "Going Global" Comprehensive Service Platform (in Pudong). Play the role of a bridge between the government and enterprises, focus on full-process and full-life-cycle services for overseas-oriented enterprises, and provide comprehensive services such as policy consultation, market expansion, professional support, and talent exchange to offer one-stop solutions for local enterprises’ "Going Global."

16. Strengthen the Risk Prevention and Supervision Mechanism for "Going Global"

Improve the overseas investment filing system and in-process and post-event supervision system, conduct regular compliance reviews and risk assessments of overseas investment to effectively prevent risks such as illegal asset transfers and capital flight. Implement the compliance review mechanism and risk prevention supervision mechanism for enterprises’ "Going Global," guide enterprises to improve their overseas risk prevention capabilities, strengthen the supervision of overseas investment filing and compliant overseas operations, standardize enterprises’ overseas expansion behaviors, promote the steady overseas development of enterprises, and effectively protect their legitimate overseas rights and interests.
