2025 Shanghai Global Investment Promotion Conference Kicks Off, with Multiple Key Industrial Projects Settling in Pudong

The 2025 Shanghai Global Investment Promotion Conference and "Invest in Shanghai" Event Week, themed "Global Vision · Shanghai Opportunities", opened on March 25. During the conference, a launch ceremony for the settlement of key industrial projects was held, with a total of 21 key industrial projects settling in Shanghai.

 

This year marks the fifth consecutive year that Shanghai has hosted the Global Investment Promotion Conference. Over the past four conferences, more than 580 major industrial projects have settled in the city, with a total investment exceeding 1.1 trillion yuan. A large number of top entrepreneurs, innovation teams, and young talents have come to Shanghai for development. Among the manufacturing projects settled this time, the focus is mainly on advanced materials, integrated circuits, high-end equipment, biomedicine, green and low-carbon, and other fields. Among them, the Shanghai Superconducting Phase II High-Temperature Superconducting Tape Production and Headquarters Base Project and the Weice Technology Shanghai Headquarters Base Project have settled in Pudong New Area.

 

Shanghai Superconducting is a supplier of second-generation high-temperature superconducting tapes for advanced materials, with its headquarters located in Pudong, Shanghai. It is reported that the total investment of the Shanghai Superconducting Phase II High-Temperature Superconducting Tape Production and Headquarters Base Project is 2.5 billion yuan. The project plans to build the world’s first large-scale industrial-level R&D and production base for second-generation high-temperature superconducting tapes, which will undertake the production of second-generation high-temperature superconducting tapes, as well as functions such as product R&D, production line R&D, and application R&D. In total, it will form an annual production capacity of no less than 15,000 kilometers, occupying an absolutely leading position in the global niche market.

 

"Pudong has always been a highland for innovation and opening up, and its superior business environment is the key factor for us to firmly choose to layout a world-leading superconducting tape production base here," said Ma Tao, Chairman of Shanghai Superconducting Technology Co., Ltd. "The world’s first large-scale industrial-level superconducting tape R&D and production base to be built in Pudong this time will realize the large-scale production of 15,000 kilometers of tapes per year and promote the independent and controllable development of China in the field of key materials. In the future, we will rely on Pudong’s innovation ecosystem and international advantages to accelerate technological iteration and industrial transformation. At the same time, we will actively connect with universities, research institutes, and upstream and downstream enterprises in the industrial chain to help the country achieve high-quality development in the field of high-end new materials."

 

In addition to the advanced materials field, in the integrated circuit field, the Weice Technology Shanghai Headquarters Base Project has also settled in Pudong New Area, with a planned investment of 1 billion yuan. The project will expand high-end chip production lines and establish an R&D center. It will mainly provide wafer testing, finished product testing, wafer chip fuse trimming, as well as probe card design, production and maintenance, test program development, data transmission, and information platform sharing for chip design companies, wafer fabs, and packaging factories. It is expected to test 800,000 wafers, trim 500,000 wafers with fuses, and test 2 billion chips annually.

 

The 2025 Shanghai Key Industrial Layout Map was also grandly released at the opening ceremony of the Shanghai Global Investment Promotion Conference. This release includes the forward-looking deployment of 10 key industrial chains, the first batch of construction results of the "municipal-district coordinated" 100-billion-yuan industrial clusters, and 14 district-level leading industrial characteristic track agglomeration areas.

 

Among them, the 14 district-level leading industrial characteristic track agglomeration areas focus on 15 million square meters of "nest-building spaces" and 50 billion yuan of investment in "phoenix-attracting scenarios", jointly built by municipal and district governments. The Pudong Zhangjiang + Jinqiao New-Generation Electronic Information Agglomeration Area is one of them. It is reported that all districts will deepen the "six in one" work method, strengthen the work promotion of "one special work team mechanism, one industrial map, one industrial policy", and strengthen the industrial ecosystem of "a group of enterprise entities, a group of service platforms, and one agglomeration area". Based on their own industrial foundations and resource endowments, municipal and district governments will jointly formulate agglomeration area construction plans, and each agglomeration area will launch at least one "phoenix-attracting scenario" to solicit solutions from global participants through the "list-based recruitment" mechanism.
